Job Purpose
To be responsible for the management and administration of the Integrated Operations Centre.
Key Accountabilities:
- Provide regulatory compliance advice to the DFO, SMS Manager, and other Stakeholders.
- Attend quarterly Safety Review Board meetings and monitors follow up actions.
- Provide ongoing regulatory compliance advice to the General Manager and the flight operations management team.
- Maintain the Voyage Report follow up system.
- Manage new projects as directed by DFO.
- Establish procedures for flight planning and ensure the effective and successful maintenance of the flight schedules of Company aircraft.
- Manage the induction training and the ongoing professional skills training of IOC staff.
- Continue developing Flight Centre computer system including Rockwell Collins Flight Operations System (FOS) and other flight scheduling/flight planning programs.
- Ensure the IOC management system including CTA-FOS and other flight scheduling/flight planning programs are effectively managed and maintained.
- Recruit, train and manage all IOC/Owner Services personnel.
- Manage and control day-to-day flying programme effectively including Flight Watch and schedule disruption recovery.
- Develop and implement training syllabus for Operations Control staff as per regulatory requirements.
- Monitor the performance of all Operations staff to ensure goals, standards and targets are set and achieved.
- Ensure close liaison is maintained between the Operations Control Centre, Dispatch, Scheduling, Owner services, Line Maintenance Control and Technical Planning.
- Liaise effectively with the Client Services and Commercial Departments to maintain the highest possible product delivery standards to clients.
- Supervise the general performance of the IOC during daily operations.
- Ensure compliance with regulatory requirements.
- Carry out duties in the event of an aircraft accident or incident in accordance with the requirements of the Operations Manual and Emergency Response Plan.
- Assist ad-hoc projects / tasks as instructed by the management.
Job Specifications
Education:
- Holding a Bachelor’s degree or above preferably in an aviation based discipline
Experience:
- Minimum 6 years’ dispatch experience in general aviation, with at least 2 years in Business Aviation.
- Minimum 2 years’ managerial or supervisory experience.
- Experience in the regulatory domain and interactions with civil aviation authorities.
- In-depth knowledge of flight planning platforms with certified and recognized training.
- Pro-active and positive mindset with strong and proven leadership skills.
- Goal-oriented, pragmatic and collaborative way of working.
Specific Competencies, Skills and Knowledge:
- FAA Certified dispatcher license holder.
- Fluent speaking in English and Mandarin.
